We welcome your ideas, questions and concerns The CSUEB University Police Department has adopted a Community Oriented Policing and Problem Solving (COPPS) service philosophy. Following the principles of COPPS, the men and women of the Department welcome your thoughts on the quality of our services. Commendations We appreciate hearing from you. Through the positive reinforcement of your comments and suggestions, we can assess how we are doing and what we can do to improve. Complaints Your opinion matters to us. At times members of the public contacted by the Department may have questions or concerns regarding police procedures or ideas for improving police services. This information will assist you to voicing your opinions regarding the nature of the services provided by the University Police Department. All complaints whether formally or informally submitted are regarded as important and will be handled in a sensitive and professional manner. Frequently Asked Questions Some of the questions we frequently encounter regarding our complaint procedures and processes include: Who can file a complaint - A personnel complaint may be made by anyone. However, if the complainant is under the age of 18, we require the complainant be accompanied by a parent or an adult. What happens after I file a complaint - The complaint is received and documented. The formal complaint will be investigated by a supervisor and reviewed by the Chief of Police and his staff. The Chief or Division Commander will make the final determination on all formal complaints. The complainant will be notified in writing concerning the disposition of the complaint. Will I have to testify if I make a complaint - During the investigation the complainant, along with all witnesses, will be questioned concerning the incident. It is essential to any investigation to ask all pertinent questions and obtain accurate answers. Once an investigation is accurately and objectively concluded, a disposition will be determined. Advisement Penal Code 148.6 Police departments in the State of California are required by law to have a process by which a citizen may make a complaint against police personnel. In accordance with legislation signed by the Governor, in October 1995, and enacted into law as of January 1996, persons filing formal complaints against any University Police Department personnel are to be informed of the provisions of Penal Code 148.6 that reads:
COMPLAINTS MUST BE RETAINED BY THIS AGENCY FOR AT LEAST FIVE YEARS. IT IS AGAINST THE LAW TO MAKE A COMPLAINT THAT YOU KNOW TO BE FALSE. IF YOU MAKE A COMPLAINT AGAINST ANY OFFICER KNOWING THAT IT IS FALSE, YOU CAN BE PROSECUTED ON A MISDEMEANOR CHARGE. Filing A Commendation or Complaint A commendation or complaint may be initiated by completing the on-line form below or by contacting the University Police Department offices located at the Library Room 1063 or by calling (510) 885-3791. The complaint may be made in the University Police Department, or another mutually convenient location. The department is primarily interested in learning of your concerns or recommendations for improvement in our delivery of services. A complaint may be made 24 hours a day. During all hours the complaint may be submitted to the University Police Department Officer in Charge in person or by calling (510) 885-3791.
